Join Barrier

A synchronization point that holds downstream progress until its specified participating branches meet a completion condition. In a workflow join, define the required branch set, run identity, and failure policy. Unlike aggregation, a barrier need not combine values; merely counting arrivals can be wrong when messages repeat or belong to different runs.
