Protocol Capability Negotiation
Exchanging supported optional features before a protocol session uses them. In MCP initialization, each side advertises the capabilities relevant to its role. This differs from choosing a model tool: negotiation establishes feature compatibility, not whether a particular business action is authorized or whether its result is correct.
