Tail-Based Sampling

Selecting traces after collecting enough of their activity to evaluate outcome-oriented rules, such as errors or duration. It requires coordination and buffering, and decisions depend on the data received within configured limits. Earlier dropped spans, late arrivals and resource exhaustion can still leave a retained trace incomplete.
