Scheduler

A component that determines when work becomes due and initiates it according to time rules. Scheduling is separate from successful execution and completion. Time zones, daylight-saving changes, overlapping runs and missed invocations need explicit policies. A calendar time alone does not reserve capacity or guarantee that the work finishes by a deadline.
